Governor Jadalla Halts Land Demarcation and Forms Committee to Investigate Land Disputes in Juba

In a decisive move to address ongoing land conflicts, Governor H.E. Gen. Augustino Jadalla Kamilo Wani of Central Equatoria State has suspended all land demarcation activities in Hai Gezira and Munuki, and established a special ad-hoc committee to investigate the roots of the disputes involving St. Stephen Church and local residents.
In his Gubernatorial Order No. 08/2025, the governor issued an immediate halt to land demarcation processes within Hai Gezira/Munuki in Juba City Council. The order mandates the State Ministry of Housing, Lands and Public Utilities, Juba City Council authorities, the Office of Legal Administration and Public Prosecution, and the State Police Service to implement the suspension without delay.
Additionally, Governor Jadalla signed Gubernatorial Order No. 09/2025, forming a nine-member investigative committee tasked with uncovering the causes of the land conflicts, identifying any individuals involved, and examining allegations against government officials linked to land allocations in the area. The committee, chaired by the State Advisor on Legal Affairs, will also halt any new construction activities in the disputed zone.
Members of the committee include key state officials such as the Minister of Cabinet Affairs, Minister of Parliamentary and Legal Affairs, Minister of Agriculture, Environment and Forestry, and representatives from national security, the police, and legal authorities. The committee is expected to submit its findings within twenty-one working days.
These measures come into effect immediately, reflecting the government’s urgent response to tensions over land ownership and disputes in the area. The investigation aims to bring clarity and justice to the affected communities while ensuring peace and stability in Juba’s rapidly growing neighborhoods.
