MTN Secures 15-Year License to Transform Telecommunications in South Sudan

In a significant development for South Sudan’s telecommunications industry, the National Communication Authority (NCA) has awarded MTN South Sudan a 15-year operating license, marking a key milestone in the country’s efforts to modernize its telecom infrastructure. 

The formal agreement, signed by NCA Director General Eng. Napoleon Adok Gai, is regarded as a strong endorsement of South Sudan’s commitment to nurturing a competitive and innovative telecommunications environment. 

The signing ceremony, held at the NCA headquarters in Juba, was attended by high-profile stakeholders including Hon. Michael Makuei Lueth, Minister of Information, Communication Technology, and Postal Services; NCA Chairperson Prof. John Akec; MTN Group Regional Vice President for Southern and Eastern Africa Yolanda Cuba; and the new CEOs of MTN South Sudan, Mapula Victoria Rose and Ali Monzer. Their involvement highlighted the collaborative effort behind this progressive regulatory shift, which effectively replaces an outdated license that included clauses from Sudan.

Eng. Gai emphasized the milestone’s importance, stating, “This step reflects South Sudan’s ability to meet critical benchmarks in telecommunications development.” He also expressed appreciation for the NCA Board of Directors and the Minister for their vital roles in shaping the license agreements tailored to the needs of South Sudanese consumers and the nation’s digital aspirations.

The new license sets forth specific obligations for MTN South Sudan, with a focus on three main areas: enhancing service quality, expanding network coverage nationwide, and providing innovative solutions to adapt to evolving customer needs. These commitments align with South Sudan’s broader vision to improve connectivity and propel digital inclusion throughout both urban and rural regions.

At the event, Hon. Michael Makuei Lueth reiterated the government’s dedication to fostering a conducive environment for telecom operators, asserting, “This license is a testament to our resolve to build a robust digital economy that serves all South Sudanese.” 

Yolanda Cuba, representing MTN Group, conveyed optimism about the new partnership, stating, “South Sudan is a key market for MTN, and this agreement strengthens our commitment to connecting communities and driving innovation.”

Newly-appointed MTN South Sudan CEO Mapula Victoria Rose echoed this sentiment, promising to engage closely with local stakeholders to achieve the objectives outlined in the license agreement. This move is expected to significantly enhance telecommunications access and quality for South Sudan’s population.
