South Sudan’s New Higher Education Minister Vows Bold Reforms to Elevate Universities and Youth Opportunities

Hon. Madut Biar Yel, the newly appointed Minister of Higher Education, Science, and Technology, has committed to implementing comprehensive reforms to strengthen universities and enhance the quality of education across the country.

During his official inauguration and handover ceremony, Minister Madut expressed gratitude to President Salva Kiir Mayardit for entrusting him with this vital portfolio. He emphasized his dedication to bringing innovative ideas and transformative leadership to South Sudan’s higher education sector.

“I am very happy for this opportunity,” Hon. Madut stated. “Having dedicated much of my life to serving our nation, I accept this role with humility and determination.”

He also took a moment to acknowledge the efforts of his predecessor, Gen. Gabriel Changson Chang, praising his contributions to improving educational institutions and wishing him success in future endeavors.

Highlighting the importance of teamwork, the minister stressed the need for close collaboration with other government departments and stakeholders. “We must work together to change our country for the better,” he said, drawing on his extensive experience in government and his roots in the liberation struggle.

Hon. Madut Biar Yel also reflected on his legislative work, notably his role in drafting the Labor Act as chair of the parliamentary committee on Labor, Public Service, and Human Resource Development. He reaffirmed his support for expanding private sector participation, particularly in technical and vocational education, and promoting initiatives that foster innovation, research, and youth empowerment.

In his remarks, Hon. James Hoth Mai, Minister of Labor, emphasized patience and trust in governance. He addressed Minister Madut directly, urging him to carry forward the shared vision for national development despite bureaucratic hurdles.

“We trust that you will advance our collective goals,” Hon. Hoth Mai said, humorously acknowledging delays often experienced in government processes but emphasizing the importance of perseverance and commitment.

Both ministers underscored the critical role of inter-ministerial cooperation in achieving broader development objectives, especially in education, employment, and youth engagement, signaling a united front toward building a prosperous South Sudan.
