Governor of Warrap State Signs Bill Aimed at Ending Conflict and Promoting Development

The Governor of Warrap State, Hon. Kuol Muor Muor, has officially assented to the Warrap State Conflict Resolution and Sustainable Development Act, 2024, also known as the Green Book Bill. This new law was signed into effect during a ceremony at the State General Secretariat.

In his address, Governor Kuol expressed his gratitude to the Speaker and State Legislators for their hard work in pushing the Green Book Bill through in a timely manner. He emphasized that the new law is aimed at restoring peace and order in Warrap State, and urged citizens to refrain from all forms of violence. Governor Kuol also highlighted that the Green Book will not show any leniency towards those who commit violent acts, as it has already been implemented in the case of a recent murder in Gogrial West County.

The Speaker of the Warrap State Transitional Legislative Assembly, Rt. Hon. Kueec Deng Mayar, spoke about the rampant communal conflicts that have plagued the state, leading to insecurity and hindering the delivery of essential services to the people. He stressed that the Green Book is designed to protect vulnerable populations who have suffered from violence and human rights abuses.

The Green Book was developed following extensive consultations with various communities in Warrap State, culminating in the enactment of four chapters outlining specific offenses and their corresponding penalties. These offenses include cattle raiding, murder, rape, incitement of violence, and more.

Under the new law, individuals found guilty of these offenses will face severe consequences, including fines, imprisonment, and in some cases, being fired upon by a firing squad. Additionally, the law holds law enforcement personnel accountable for releasing culprits in exchange for bribes.

The Green Book Bill is a significant step towards peace and development in Warrap State, and Governor Kuol has emphasized that it will be rigorously enforced to ensure the safety and wellbeing of all citizens.
