The Special Representative of the UN Secretary General calls for Transparency in Election Preparation

Special Representative of UN Secretary General in South Sudan, Mr. Nicholas Haysom

The Special Representative of the UN Secretary General, Nicholas Haysom, has emphasized the critical importance of transparency in election preparation, as well as the constitution-making process and security arrangements. In a recent address, Haysom highlighted that transparent election preparation is fundamental to ensuring free, fair, and credible electoral processes. He stressed that open and inclusive dialogue among all stakeholders is crucial to building trust and confidence in the electoral system.

Haysom further underscored the significance of transparency in the constitution-making process. He emphasized that a constitution that reflects the aspirations and needs of the people can only be achieved through inclusive and participatory processes, with transparency serving as an essential element. Openness and inclusivity in constitution-making not only foster legitimacy but also contribute to the long-term stability and democratic governance of a nation.

Haysom called for transparency in security arrangements during elections. He emphasized the need for security forces to operate impartially and in accordance with international human rights standards. By ensuring transparency in security arrangements, the rights of citizens to freely express their will through the electoral process can be safeguarded, fostering an environment conducive to peaceful and credible elections.

He highlighted that transparency will be the guiding principle for the kind of support that partners will provide to the electoral process. According to Mr. Haysom, transparency serves as the foundation for building trust among stakeholders and ensuring the credibility of the electoral process. By promoting openness and accountability, transparency allows for effective monitoring and evaluation of election preparations, thus minimizing the risk of irregularities and fraud. It also enables the participation of all relevant actors, including political parties, civil society organizations, and the general public, in the decision-making processes related to elections.

Mr. Haysom highlighted that there is need for an urgent focus on progressing the Transitional Security Arrangement (TSA) and prioritizing electoral security. According to Mr. Haysom, the successful implementation of the TSA is paramount in ensuring a conducive environment for free, fair, and transparent elections. He stressed that the Revitalized Transitional Government of National Unity (RTGoNU) must prioritize the establishment of a robust security framework that guarantees the safety and confidence of citizens during the electoral process. By addressing the issue of electoral security head-on, the government can mitigate potential risks and challenges that may undermine the credibility of the elections.

Mr. Haysom emphasized the crucial role of the South Sudanese people in determining and reaching a consensus on the type of election to be conducted. He stressed the need for a comprehensive agreement that encompasses a realistic electoral calendar, taking into account operational, logistical, security, and legal considerations. By involving the South Sudanese population in the decision-making process, the aim is to ensure that the election reflects the will of the people and fosters a sense of ownership among citizens. Mr. Haysom highlighted the importance of creating an environment that enables open dialogue and constructive discussions among all stakeholders, including political parties, civil society organizations, and the government. This inclusive approach will help build trust and confidence in the electoral process, ultimately leading to a more credible and transparent election.
